With the flourishing of community initiatives in the conservation of forests areas, the government of Puerto Rico approved the lLaw #14, uUnifying law of State Forests Maricao, Susua, Toro Negro, Guilarte and Pueblo of Adjuntas, on January 9, 1999.  But Unfortunately, this law was not put in practice until 2003.

In 2003, Casa Pueblo prepared the documentation and digital blue prints to submit the Conservation Plan of Highly Sensitive Areas of Adjuntas and Adjacent Municipalities to the Board of Planning.  This plan includeds a biological corridor that unites Pueblo forest with Toro Negro, Tres Picachos, La Olimpia, and Guilarte Forests.  After a strong campaign by Casa Pueblo, the Board of Planning adopted and amplified the Plan.  The governor of Puerto Rico signed the Plan on November 2004.
